engage people, engage other artists. you dont even have to use it as a social platform, but you do have to participate in whats going on. do you know the hashtags, the events, the people? upload regularly, upload stuff people want to see, but first the foundation followers have to exist. retweets are king, likes are almost useless except as a measure of who is looking at your stuff and when, retweets are how you get new followers and exposure, so ask yourself, how do you get retweets?

It really does seem like a necessary evil.
Twitter have a great potential, but still evil
Twitter is incredibly valuable because you grow entirely through mutual friends/followers and not just some algorithm on YouTube or Instagram handing viewership to you on a plate when it feels like it. Take Template's advice and just start by posting regularly, considering the viewpoint of "how can I make people care about my art in a single post?" Yes, it's a hard question because growing on Twitter is hard, unless you get a good feel for what gets noticed on the site and what doesn't, which you learn from using the site more.
Replying to other artists and starting conversations where it feels appropriate also helps. (Only put as much time into Twitter as you can afford to though. Using Twitter too much can be unhealthy, and that's not even mentioning the ideological echo chamber problems with some art communities.) It can take months or even years to get over the hurdle of even being noticed, but the pay-off is amazing once it happens.
Even if your Twitter never grows, you should always keep it around and dedicate some time to it because it just might be worth it in the long-run!
This is a great comment and it makes me want to reopen my Twitter account but I still feel the effort Twitter requires just isn't worth it at the moment, I think if I had a process or a checklist for posting my artwork across all platforms it would be easier to post regularly but then there is still the issue of interacting with other artists, I feel that is hardest to do on Twitter and Tumblr.

its 100% just you. your art is marketable enough, but you do have to strategize, not just posting blindly to nobody forever.
